The University of Michigan Center for Law, Ethics, and Health (CLEH) is an interdisciplinary research center established to examine the law’s influence on the nation’s two health systems: the health care delivery system, which is concerned with individual health outcomes; and the public health system, which is designed to protect the health of communities. Both systems are based on a broad foundation of legal principles.
More than ever, the law is an integral part of virtually every aspect of the modern health care enterprise. Health care executives interact with attorneys on a daily basis on issues ranging from regulatory policy, antitrust, and liability to labor relations and joint ventures. Public health is defined and guided by law, especially administrative principles, that affect the organization, allocation, and delivery of core health services.
By conducting empirical research in areas that have not previously been explored, the Center will link academia, private and public health practice, ethics, and policy to improve the delivery of health services to individual patients, discrete populations, and our communities.
CLEH is based at the University of Michigan School of Public Health in collaboration with the University of Michigan Health System, and faculty from the Law and Medical Schools.

Peter D. Jacobson, JD, MPH, is the Center’s director and professor of health law and policy at the University of Michigan School of Public Health. Professor Jacobson is co-author of two law school casebooks: Law, Science and Medicine (3d edition) by Lawrence Gostin, Judith Areen, Steven Goldberg, Patricia King, and Peter Jacobson (Foundation Press, 2005), and Law and the Health System by Lawrence O. Gostin and Peter D. Jacobson (Foundation Press, 2005). Along with numerous peer-reviewed and law review articles, he wrote Strangers in the Night: Law and Medicine in the Managed Care Era (Oxford University Press, 2002), and is the lead author of Combating Teen Smoking: Research and Policy Strategies (University of Michigan Press, 2001). Jenifer J. Martin, JD, is the Center’s co-director and adjunct research investigator in the Department of Health Management and Policy. She also serves as director of government relations for the University of Michigan School of Public Health. Ms. Martin teaches legal principles relevant during a public health emergency to governmental public health workers in Michigan. Prior to joining the University, Ms. Martin practiced legislative and policy law in Washington, DC, where she worked on a variety of health policy issues. She has also held positions on Capitol Hill and in the White House.
