Professional Summary

Dr. Boulton holds faculty positions in the Department of Epidemiology and in the Department of Internal Medicine, Infectious Disease Division. As Director of the Office of Public Health Practice, he focuses on developing a comprehensive strategy for the School of Public Health to improve the public health workforce, establish the academic health department model, and enhance applied research. He is Director of the Public Health/Preventive Medicine Residency, named 2007 Association of Teachers of Prevention and Research Outstanding Educational Program of the Year, and serves as Principal Investigator for both the CDC-funded Michigan Center for Public Health Preparedness and the HRSA-funded Michigan Public Health Training Center which together train over 5000 public health practitioners annually. He founded the China CDC Scholar Exchange; collaborating with the China CDC in Tianjin and Beijing to facilitate scholar exchange and joint applied research. In June 2009, Dr. Boulton was formally appointed by the Chinese government as Senior Advisor to the Tianjin CDC in recognition of his contributions to improving public heath in China.

Dr. Boulton is the former Chief Medical Executive, State Epidemiologist and Director of the Bureau of Epidemiology for the Michigan Department of Community Health where he served as the state's lead scientist/epidemiologist from 1998-2004 overseeing all communicable disease control, immunization programs, environmental health, and vital records and health statistics for the State of Michigan. Prior to that, he worked in Michigan local public health serving first in Wayne County/Detroit and later as Medical Director for Washtenaw, Livingston, and Jackson Counties from 1992-1998. He is past Vice President of the Michigan Public Health Institute, a Fellow of the American College of Preventive Medicine, a commissioned officer in the U.S. FDA, and currently serves on the U.S. CDC's Board of Scientific Counselors for the National Coordinating Center for Infectious Diseases.

Research Interest & Projects

Dr. Boulton's research interests are in applied epidemiology, public health practice, infectious diseases, uses of isolation and quarantine, assessment of the public health workforce, and public health in China. Grant programs for which he serves as Principal Investigator, totaling approximately $1.7 million annually, are as follows:

Center of Excellence in Public Health Workforce Studies (PI)-Funded by CDC: Identifies and assesses measures of public health capacity and furthers development of analytic, quantifiable conceptual models of workforce.

National Best Practices in Isolation and Quarantine (PI)-Funded by Robert Woods Johnson Foundation: National survey of states and convene national expert panel to recommend best practice in policy, laws, and practice of quarantine and isolation.

Preventive Medicine Residency (PI & Director)-Funded by MDCH, CDC, GME: Trains physicians for careers in public health and prepares them for the board specialty exams in General Preventive Medicine and Public Health.

Center for Public Health Preparedness (PI)-Funded by CDC: Provides public health training to over 3000 practitioners a year; supports UMSPH Public Health Action Support Teams and governmental internships.

Michigan Public Health Training Center (PI & Director)-Funded by HRSA: Provides foundational training to over 2000 public health practitioners a year; supports development of novel distance learning technologies.

Cancer Epidemiology Training for Physicians (PI)-Funded by American Cancer Society: Supports training in cancer epidemiology for public health physicians through coursework, seminars, and field training in this area.

China CDC Scholar Exchange Program (Director)-Office of Public Health Practice: Supports training exchange of Scholars from the China CDC with UMSPH preventive medicine resident and masters students.

Public Health Leadership for the 21st Century (PI)-Funded by CDC: Supports initiatives aimed at increasing leadership skills and training in the public health workforce.

Public Health Student Internship Program (PI)-Multiple Funders: Supports internships in state and local public health, community based organizations, private sector, and in international practice settings like the China CDC.
