< Back to International Applicant Information
M.S. and Ph.D. Applicants:
Refer to the Rackham Graduate School website.
For M.P.H. and M.H.S.A. Applicants:
Applicants whose native language is not English must demonstrate satisfactory proficiency in English language as measured by the Test of English as a Foreign Language (TOEFL), the International English Language Testing System (IELTS), or the Michigan English Language Assessment Battery (MELAB). Tests must be taken within one year of the term requested for admission.
The UM SPH institution code for TOEFL is 1839; there is no need to enter a department code. M.P.H. and M.H.S.A. applicants should submit TOEFL or IELTS scores via SOPHAS. For TOEFL use Code #5688 SOPHAS, Massachusetts. For IELTS, inform the test center administrator that scores should be released electronically to SOPHAS.
Applicants must submit an official TOEFL score to BOTH the University of Michigan Institution Code (1839) as well as the SOPHAS code (5688).
- The minimum acceptable TOEFL score required for admission is 560 paper-based, 220 computer-based (CBT) or 100 Internet-based (iBT). The minimum required IELTS score is 6.5 and the minimum required MELAB score is 80.
- The Health Management & Policy Department requires a minimum TOEFL score of 600 paper-based, 250 computer-based, or 100 Internet-based; or a score of 7.0 on the IELTS or 85 on the MELAB.
There are only two scenarios where applicants do NOT need to submit TOEFL scores:
- They have completed a degree from an accredited U.S. institution.
- English is the official primary language of their native country, and all of their educational instruction has been in English.
However, applicants may still be required to have their English proficiency evaluated prior to registration. Re-evaluation of English proficiency is also required prior to registration if:
- TOEFL score is below 600 paper-based or 250 computer-based or 106 Internet-based; or individual sections of the TOEFL are 60 or below;
- Total MELAB score is 85 or below, or individual sections of the MELAB are 85 or below;
- Test of Written English (TWE) is 4.5 or below or missing.
- Overall IELTS is 7.0 or below
Information and applications for TOEFL and MELAB may be obtained online or by writing to:
